ARLB065 Olympics traffic pact

The US has signed temporary Amateur Radio third-party traffic
agreements with the governments of Germany and Greece, for the
duration of the Special Olympics, being held July 1 to 9 in New
Haven, Connecticut.

The agreements, written according to paragraph 2734 of the
International Telecommunication Union Radio Regulations, permit the
traffic with the following stipulations:

1. No compensation may be directly or indirectly paid for such
messages or communication.

2. Such communication shall be limited to conversations or messages
of a technical or personal nature for which, by reason of their
unimportance, recourse to the public telecommunication service is
not justified.

3. The Amateur Radio stations taking part in the communication
shall at all times be controlled by licensed Amateur Radio
operators.

Peter Vekinis, KC1QF, who is based in Brussels, was helpful in
bringing about these special agreements.
