Very unique RFI

I have experiencing a unique RFI problem. It is a very strong, broad flat noise from 3.8 to 5.1 MHz. I HAVE MUCH MORE DATA, too much to list here. It seems power line related. The power company has been out and feels the source is not power line connected as it has no 60Hz elements.

Power line noise is typically weather related, as power lines are exposed to the elements.
