SSB on 7020 kHz ?????

While mobiling this morning (1545 utc) I came across some SSB operations on 7020 kHz. The language sounded either hispanic or portugese but I am not sure. Is there not an international agreement that wide band modes be above 7050 ??? Are these illegal operations perhaps? |

In many countries, the Amateur bands are not segregated by mode in the regulations of that country. So it is quite possible that this is a legal operation. Fortunately, most amateurs more or less follow the HF band plans, although in a major operating event, more spectrum is needed for a particular mode, so the flexibility that is inherent in the use of band plans vs hard regulation is used. If this is an amateur station, you'd have to listen for a while to see if the station identifies using phonetics or using letters you understand. In Spanish, most English speakers would recognize most letters. If you don't hear an ID, it could be illegal use of HF.
