ULF - transmitting below 8.3 khz

There are no FCC allocations for frequencies below 8.3 khz! Does this mean that anyone can make aired transmissions below 8.3 khz, perhaps at any power? Some refer to this band as the "dreamer's" band. Not really a practical band, but saw this arrl article about it:
