Tower interaction with vertical dipoles

I have a 145 foot Rohn 45 tower that has insulated guys, but the base is in concrete with no insulator. The tower is between my hamshack and the garage /driveway, so little opportunity for proper radials. I wonder if I could suspend a trap dipole vertically from 145 feet, 6 feet off the face of the tower .

The tower should be resonate below 160 meters, so would it absorb RF ?

How would you decouple a ground mounted tower ? With 1/4 wave wires near each leg and grounded at the bottom ?

Anyone tried such a scheme ?
