ARRL posts a band plan for all users to go by. when ritty contests come up it seems that the band plans just go out the window and all is fair game. In my opinion when there is a contest of any kind, if the operator cannot stay within the band plan his score should not be accepted. if there if a band plan then the contests should abide by them and anything out of the band plan should not be axcepted..
