On April 28, 2025, Spain and Portugal experienced an electrical outage that severely impacted electrical power generation, internet, and commercial communications for 10 hours. Here in the United States, several teams of amateur radio operators have been exploring options for successfully using HF to provide emergency communications in the event of an incident of this class or larger for whatever reason (EMP, Carrington event, cyber-attack or grid instability).

 

The National Traffic System 2.0 (NTS2) Digital Committee is preparing to hold a country-wide exercise on Saturday, September 19, between 0900 PT/1200 ET and 1300 PT/1600 ET. The testing will exercise the following four components:

  1. an HF activation activity
  2. country-wide transmission of a command message
  3. submittal of status messages by participating stations
  4. transmission of health and welfare messages following the “I Am Safe” protocols of RRI using the Digital Traffic Net/National Traffic System.

We have established a mailing group to support this event, which can be found at: . If you would like to participate, we encourage you to join the mailing group and participate in training, which will be announced to the mailing group. Taking part in the training is encouraged because the event is relatively complex.

AMERICA250 W1AW RADIOGRAM TRAFFIC

The bane of an NTS traffic net is ... no traffic to handle. NTS is constantly looking for ideas to create quality radiogram traffic to keep the system “well lubricated.”

 

Phil Temples, K9HI, has proposed that “America250” WAS / W1AW coordinators in each state informally "QSL" stations who make contact with their respective W1AW special event stations via radiogram message. Messages would be sent by an active NTS participant(s) in their region and be signed by the W1AW special event coordinator or an ARRL volunteer leader (e.g., Section Manager, Section Emergency Coordinator, Section Traffic Manager). This would require no additional time or effort on the part of the coordinator other than emailing the W1AW log and granting permission to use his or her name in the message signature. At minimum, the address section would contain email addresses to facilitate delivery. No replies would be solicited.

 

This type of radiogram traffic is important in keeping the NTS "well oiled" and providing routine training for operators on voice, digital, and CW nets.

Ongoing NTS Traffic Test

The NTS2 committee has been conducting another in a series of traffic tests in an effort to improve the efficiency of the National Traffic System. Select station operators have been sending radiograms with an HXT ID# handling instruction. The text includes instructions for each station operator who handles this radiogram, whether they received and relayed it or received and delivered it, to go to the website , fill in your call sign and the traffic test ID found in the handling instruction, and then follow the instructions from there. The information requested is comparable to that requested by the HXD handling instruction with which we all should be familiar. If there is a break in the path of the radiogram, the results and the information gained will be diminished. The NTS 2 committee appreciates your help with this project. Net Directory Updates and CRO Implementation

Some years ago, Radio Relay International developed a curated Net Directory for traffic and emergency nets that interface with RRI and the National Traffic System. ARRL has since adopted this net directory for NTS use. The directory can be found at .

 

While plans eventually call for an interactive ARRL net directory that automatically requests renewals and updates, that system is likely a year or longer in the future. In the meantime, the RRI net directory remains the primary source of accurate net information.

 

In order to ensure continued accuracy of this directory, we respectfully request that all Section Traffic Managers and Net Managers check their listings for accuracy. Likewise, if your net is not listed, please send RRI the relevant data. The Net Directory Manager is Charles Hargrove, N2NOV, and he can be contacted at . Certified Radio Operator Program Roll-Out

 

Now that the implementation of the ARRL-RRI Memorandum of Agreement is proceeding smoothly, the time has come to finally roll-out the CRO, or Certified Radio Operator, program. Rick Blackburn, KI7RF, will start in the position of CRO Coordinator effective September 20. The process works as follows:

  1. Over the coming month, all submitted registrations will be reviewed. Upon approval, the registrant will receive an email acknowledgment. A certificate will then be mailed to the approved certified radio operator.
  2. Once the CRO appointment is approved, one may check into a traffic or other public service net as a CRO. For example; “This is, W6RRI CRO, no traffic” or “de W6RRI CRO QRU.”
  3. Those who wish to become certified radio operators must attend the required training classes. In some cases, experience can be substituted for some training classes. This will be determined on a case-by-case basis.

A Contest Concept for NTS That Also Promotes Training

Hi Everyone,

 

Back when I first got licensed in 1979, I became an active participant in the NTS system via the Heavy Hitters Traffic Net on the 146.64 Waltham repeater in Massachusetts. After a long while, my home station became inactive (always had radio in the car), so I stopped doing NTS work.

 

This past weekend I attended the Northeast HamXposition and noticed that Marcia, KW1U, was presenting a program on NTS. Since I haven’t talked much with her, I decided to pop in to say hello.

 

During the presentation, Marcia mentioned the need to encourage more participation with NTS, and to find methods to attract and train hams in proper message handling protocol. Emergency preparedness is a major part of the existence of the ham radio service, and all of us should be well versed in this particular part of the hobby. Unfortunately, too many people like me only had limited contact with the NTS world and had no idea what was currently going on.

 

Someone (I neglected to get his name and call sign) suggested we find a way to run a yearly contest that simulates traffic handling to accomplish some of the aforementioned goals. I spoke up, lauded the idea, and suggested that NTS should do this.

 

Marcia threw the ball back in my lap and suggested that I do something about it. She’s evil that way. 😊

 

So I did. I chatted with some NTS folks, did some web research, and had an intimate conversation with ChatGPT. This is what resulted – a fairly detailed design spec for an NTS contest / website that might make this idea a reality.

 

Since it’s based on AI, it’s only an idea at this point. It has to be run against human common sense to see if it makes real sense. To my untrained eye, it’s not a bad start.

NTS: A Mystery Hiding in Plain Sight

Read almost any ARES® (Amateur Radio Emergency Service) document from the past several years and you’ll find references to the National Traffic System (NTS) and its partnership with ARES. Yet, for many ARES members, and even some leaders, NTS remains a mystery, but it is a mystery hiding in plain sight.

 

I serve as the Missouri Section Traffic Manager and was recently appointed as an District Emergency Coordinator as well. As part of that ARES appointment, ARRL provided 24 “helpful links” to assist me in carrying out my new responsibilities. Five of those recommendations specifically addressed NTS and traffic handling. That should get our attention.

 

ARRL identifies seven specific responsibilities for a District Emergency Coordinator, two of which are directly tied to NTS:

  • Provide direction in the routing and handling of emergency communications, whether formal or tactical, with particular emphasis on welfare traffic.
  • Be fully conversant with National Traffic System routing and procedures, including an understanding of its role in emergency communications.

Notice the wording: “fully conversant.” The expectation isn't simply that an ARES leader knows NTS exists. The expectation is that the leader understands how NTS operates, how traffic is routed, and how NTS directly supports ARES during an emergency.

 

ARRL’s ARES Plan, dated July 2025, reinforces this connection. ARES is chartered to provide emergency communications support, and that mission includes the transmission of third-party traffic for the agencies and communities we serve. Third-party traffic is, quite simply, the bread and butter of NTS.

 

That connection becomes particularly important during a major disaster as ARES teams often face large numbers of health-and-welfare messages, quickly making the workload overwhelming. That's where NTS comes in. Many of the country's most experienced traffic handlers are current or former ARES leaders. That shared experience provides a seamless transition between ARES operations and the NTS network when a crisis occurs.

 

Perhaps the biggest misconception is that NTS exists as a separate organization with a dissimilar mission to ARES. NTS exists primarily to support ARES. The NTS Manual makes that commitment clear in its discussion of disaster operations:

 

“NTS is dedicated to communications during a disaster on behalf of ARES.”

 

That is a powerful statement. The two systems directly complement each other. So perhaps the real mystery is why so many ARES members don't know that NTS and ARES are so closely connected. For those of you who have trouble finding a net into the NTS, you are free to use the Radiogram Portal or Winlink RRI Radiogram (not Winlink email). In the message templates you will find the RRI Radiogram under the ‘Select Template’/’Standard Forms’/‘Radiogram & RII Forms’/ ‘Radiogram.txt. It will open in your web browser. Follow the instructions and be sure to select a liaison so your message will then be sent to a liaison station for input to the Digital Traffic Network side of NTS and work its way through the system. Feel free to send it via radio or telnet at this point. Do not send directly to the judges. You might also try the APRS-DTN Gateway. See for information on the gateway.

You Should Try CW Traffic Handling!

Do you want to get better at CW? A lot of ops have told me that their code speed really jumped when they started regularly checking in to CW traffic nets.

 

Do you want to be fully prepared for emergency communications? The CW traffic net is a critical part of the emergency communications infrastructure. Checking in to CW traffic nets will put a valuable tool in your EmComm toolbox; checking in regularly will keep it nice and sharp.

 

Do you want to be a part of amateur radio history? Remember that the second “R” in ARRL is for “Relay.” We’ve been relaying traffic since before the founding of ARRL in 1914 – long before sideband, FM, and digital. When you check in to a CW traffic net, you are checking in to history.

 

Do you want to make new friends? By checking in to a CW traffic net, you can make new friends – your fellow traffic handlers. By delivering message traffic, you can make new friends – your radiogram recipients.

 

You’ll need two skill sets to participate in a CW traffic net. But don’t be intimidated – both skill sets are well within the reach of most hams.

If you are already capable of sending and copying CW at 15 or so wpm, you’re ready to check in.

 

If not, there are several organizations that help you learn and improve CW, for free or minimal cost. I’m partial to CW Academy () because I am a proud graduate and have served as advisor for the last few years. But we’re not the only game in town. If the CWA format isn’t right for you, try Long Island CW Club () or CW Innovations (). Find a program that works for you and learn CW.

 

I usually recommend against self-study. Although there are lots of great CW learning tools available, getting good at CW involves a lot more than practicing with your computer. You can’t beat a class for supercharging your CW ability – an instructor/advisor/teacher can help you over the rough spots and focus your practice efforts where they’ll do the most good. Having fellow classmates will provide support and accountability – and you’ll see that your trials and tribulations are not unique to you but shared by your classmates.

If you are already doing voice nets, you already know most of what you need to know – you’ll just have to learn a few prosigns and techniques. If not, you’ll find training materials on the ARRL NTS 2.0 website (). Those materials primarily focus on voice nets, so you’ll need some coaching to help apply the concepts to CW nets. Your Section Traffic Manager can help you find the resources you need. One thing is for sure – those of us who do CW traffic nets love what we do and are thrilled to help anyone new learn the ropes. You can count on the support of all your fellow CW traffic handlers as you begin checking into our nets.

Accepting our Fate or Making Our Own Luck on HF

In communications, we move energy through a medium between sender and receiver. When we have control over the medium — the nominal case for a circuit board, wires, or fiber optic cables — it's easy to take for granted how well it will work, and even to forget what's happening. With wireless communications, we don't have control over the medium.

 

Our most common wireless communication is often either very short distance (e.g., personal area network, such as Bluetooth) or relies on infrastructure we don't usually consider (e.g., commercial cellular networks). Even in the world of what amateur radio operators call "emergency communications," much of that work happens over VHF, aided by repeaters.

 

Only when working at the edges of the expected operating conditions do we think much about what's happening. Only when repeaters are down, when the distance is great, or when we're in storms, do we think much about VHF propagation for short-distance communication. But if we need to make it work, we think about getting the antenna up higher to overcome the curvature of the earth, or higher gain antenna systems to deal with attenuation from atmospheric factors like rain and fog, or more power to overcome obstacles. Maybe we even move the antenna, stand by a window, or go outside. Whatever we do, we use Tactics, Techniques, and Procedures (TTPs) to work the problem to achieve the mission.

 

On HF, amateur operators tend to talk about "conditions." If things don't work, we can easily fall into a mode of explaining why it's not working, using words like "propagation" and "absorption" or maybe joke that someone didn't pay the "band bill." If we mean to take on the role of communicators for contingencies and emergencies, we can't afford to see ourselves as a poet described, "a victim of venomous fate."

 

Some of our friends in more outlying areas like Pennsylvania, New York, and Indiana, as well as some of our Ohio operators have used performance in nets at different times of day, seasons of the year, and phases of the solar cycle to make improvements in station equipment and techniques that make their stations more reliable and capable even in the face of adverse conditions.

 

Even (especially?) Agency Stations™ — the ones that in theory are the most critical if they're needed — suffer from years of squandered opportunity to improve. We see inability to transmit on 60 meters, antenna systems designed only for the weekly evening operation, focus on VHF, or following “standard advice” that really is about improving contesting performance rather than anything resembling mission needs.

 

My challenge for each operator is not to think in terms of "good" or "bad" conditions at the end of a net. Think instead of whether the station worked to your satisfaction, and if not, how to make the station perform to your satisfaction in whatever conditions were present in that session.

 

There's no magic, of course, and nothing works all the time, but persistent improvement in equipment and TTPs will go a long way toward increasing capability and reliability. As a twist on "fortune favors the bold" goes, fortune favors the prepared. With effort, we can make our own luck.

10-Year-Old New Technician Passes First Radiogram

In the early morning hours of August 1, 10-year-old Eli Bermudez, Jr. was granted his Technician license as KR4OBK. Later that morning, a congratulatory radiogram was relayed over the Southwest Florida Traffic Net (SWFTN) for him, which was received on-air by another station for delivery.

 

On August 5, Eli Jr. checked into the SWFTN with traffic and passed his first radiogram. Although he had some coaching from his dad (Eli Sr., KB4ELI), Eli Jr. did an excellent job and sounded like he had been handling traffic for quite a while.

 

We often focus on keeping the higher-level nets staffed and active, but let’s never forget the local-level nets where Technicians can get involved. There is plenty of interest to be cultivated from our new licensees.

NTS Represented at Northeast HamXposition

Having heard a comment made recently about the invisibility of NTS, it seemed a good idea to make a presence at the annual Northeast HamXposition, which was held in Marlborough, Massachusetts, on August 13-16, 2026. With 13 parallel forums presented on Saturday and several more on Friday and Sunday, there was a lot to choose from. NTS was represented in two of them on Saturday, a PowerPoint presentation on the relevance of NTS today, and a Meet and Greet forum for all traffic handlers. An NTS table was also set up with info including flyers, a description of various NTS2 activities and a laptop for demonstrating the Radiogram Portal as well as another laptop showing the workings of the Digital Traffic Network as seen from the KW1U 1RN hub. Has NTS had a presence at any other ham conventions or public gatherings? Let us know about it.

On Saturday, September 12, Aiken County Emergency Manager Paul Matthews, KE4SC, has agreed to loan the county’s emergency communications trailer to Barnwell County EMS to use as a headquarters for Creek Plantation's first ever open house. Chris Webb, WB4EML, and Mike Steff, KO4FFB, will be attending the trailer during this deployment.

 

On Saturday, September 19, The Aiken County emergency communications trailer will deploy to the USC Aiken campus for their annual SEED/STEM Day special event. This event provides an opportunity to interface with the public, answer questions and generate interest in ham radio. Activities for the kids will include learning to send your name in CW, making bracelets with your name in CW and coloring QSL cards. This event is sponsored by the and headed up by Jim Harris, KG4ZNN. The North Augusta Belvedere Amateur Radio Club is an ARRL Special Service Club.

Spotlight: Bill Mann, W1KX

W1KX and COØPER

After initially balking at having to learn code, I got my Novice ticket in 1965, followed nine months later by the General (WA1FCM). After a year on phone, and checking into the Maine Sea Gull Net (SGN), I decided to try CW. I checked in the Maine Pine Tree Net and was put to work taking inbound traffic for Maine to SGN, which had more outlets for delivery. My CW speed jumped to 20+ wpm in one summer and I started to enjoy the mode. Higher level NTS nets soon followed.

 

I graduated from the University of Maine and was active in the school radio club, W1YA. I taught middle school science for a couple of years. Then, in 1972, a job opened at ARRL that caught my interest. I became an Assistant Communications Manager for Public Service and worked for George Hart, W1NJM. I worked with NTS and ARES, and eventually took over the Public Service column in QST. I helped develop NTS Cycle 2. I loved the job, but after three years, when my first daughter was born, we wanted to return to Maine. Back in Maine, I did some drafting work for ARRL. Then I got a temporary job with the Postal Service, which led to a 30-year USPS career, with 23 years as Postmaster of various Maine towns and cities.

 

I have been active in NTS for 60 years, including several years as manager of 1RN Cycle 4 and a long-time Pine Tree Net manager. I received the W1KX call sign in 1976. Other nets regularly attended are: Hit and Bounce Net, Hit and Bounce Slow Net, Maine Slow Speed Net and Maine Public Service Net. ARRL appointments have included: Section Communications Manager, Section Manager, Section Traffic Manager, Assistant Director, Official Observer and Official Relay Station. Other ham activities include POTA and dabbling in contests and DX.

 

My family includes my wife, WM1C, a former Maine SM; daughters W1KXP and W1KXJ; a son (not a ham, go figure), son-in-law W1MXJ, and dog COØPER (okay, that’s not really Cooper’s call sign). I am also active in my community. WM1C and I spend June through September at our family cottage at the lake, where I enjoy kayaking and dog walking. Life is good.
